Phillips Elementary School is named after Mr. James R. Phillips.

Mr. Phillips served as Superintendent of Kaufman ISD for 26 years (1954-1980). His wife Mrs. Reba Phillips also taught at the elementary level. 

Opened in 1982, Phillips Elementary School is a grade-level campus and is home to first through fifth-graders of Kaufman ISD.

James R. Phillips Elementary School is located at 1501 Royal Drive in Kaufman, Texas, and is home to the First through Fifth Grade students of Kaufman Independent School District.
